Enrolment Policy

General Introduction

Scoil Lorcáin is a boys’ primary school under the patronage of the Catholic Bishop of Waterford & Lismore. The school aims to promote the full and harmonious development of all pupils: cognitive, intellectual, physical, cultural, moral and spiritual, including a living relationship with God and other people and promotes a Catholic philosophy of life.

This enrolment policy is being set out in accordance with the provisions of the Education Act (1998). The Board of Management trusts that by so doing, parents will be assisted in relation to enrolment matters. The Chairperson of the Board of Management, Fr. There are 24 Full Time Teachers, including the Principal, 16 Classroom Teachers,

2 Resource Teachers for Children with Special Needs, 3 Learning Support Teachers, 1 Language Support Teacher, and a Home School Co-ordinator employed in the school.

Range of Classes Taught:

Scoil Lorcáin caters for pupils in classes from Junior Infants up to sixth class.

Children enrolled in Scoil Lorcáin are required to co-operate with and support the school’s Code of Behaviour as well as all other policies. Parents/Guardians are responsible for ensuring that their child(ren) co-operate with these policies in an age-appropriate way. A copy of the Code of Behaviour will be issued to all parents and each parent will be requested to sign an undertaking to uphold the school code of Behaviour and policy.

Scoil Lorcáin operates under the Rules for National Schools and Department Circulars and is funded by grants and teachers resourced by the Department of Education & Skills. The school is subject to The Education Act (1998), The Education Welfare Act (2000), The Education for Persons with Special Education Needs Act (2004) and all relevant equality legislation. Scoil Lorcáin follows the curricular programmes laid down by the Department of Education & Skills.

Within the context and parameters of Department regulations and programmes, the rights of the patron as set out in the Education Act (1998), and the funding and resources available, the school supports the principles of:

  • Inclusiveness, particularly with reference to the enrolment of children with a disability or other special educational need;
  • Equality of access and participation in the school;
  • Parental choice in relation to enrolment; and
  • Respect for diversity of values, beliefs, traditions, languages and ways of life in society.

The school opens at 8.50am each day.

Section B. Enrolment Procedures

Application Procedure & Decision Making

  • Parents who wish to enrol their children in Junior Infants will be required to return a completed Enrolment Application Form (available in school office) with an original Birth/Adoption Certificate to the school by 31st March each year.
  • The completion of an application form or the placement of your child’s name on a list however early, does not confer an automatic right to a place in the school.

Decisions in relation to applications for enrolment are made by the Board of Management in accordance with school policy. The School will notify parents of their decision within 14 days of closing date for receipt of application. As a general principle, and in so far as practicable having regard to the school’s enrolment policy, children will be enrolled, provided that there is space available.

The Board will have regard for relevant Department of Education and Skills guidelines in relation to class size and staffing provisions and/or any other relevant requirements concerning accommodation, including physical space and the health and welfare of children.

The Board is bound by the Department of Education and Skills Rules for National Schools which provides that pupils may only be enrolled from the age of 4 years and upwards, though compulsory attendance does not apply until the age of 6 years.

In the event that applications for enrolment exceeds/is expected to exceed the number of places available, the following decision making process will apply. The Board will exercise its discretion in the application of the following criteria.

  1. Brothers (including foster/step brothers) of children already enrolled.
  2. Children living within the parish community – Priority to oldest.
  3. Children of staff members.
  4. Children of past pupils.

In the event of being unable to enrol a child from the categories above in a given class at the beginning of a year, such children will receive priority (in order of 1, 2, 3, 4) for the subsequent school year over other children on the class waiting list.

Admission Date

Generally speaking, Junior Infants may only be admitted to the school on 1st September each year. However, if space allows, Junior Infants may be admitted up to and including 30th September each year.

Enrolment of children with special needs

Children with special needs enrolling in Scoil Lorcáin will be resourced in accordance with the level of resources provided by the Department of Education & Skills to the Board of Management.

The Board of Management may request a copy of the child’s medical and/or psychological report or request that the child be assessed immediately in order to assist the school in establishing the educational needs of the child and to profile the support services required. The Board of Management will endeavour to have all resources and support in place before the child is admitted to the school. This may include visiting teacher service, resource teacher, special needs assistants etc., specialised equipment or furniture, transport services etc.

The school will meet with the parents of the special needs child to discuss the schools suitability for the child. If necessary a full case conference may be called including parents, class teacher, learning support, resource teacher and psychologist or social workers as appropriate.

Pupils Transferring

Pupils may transfer to the school at any time, subject to school policy, available space and in some cases, the approval of the Department of Education and Skills. It is a requirement of the Board of Management that information concerning attendance and the child’s education progress be communicated between schools (as per Education Welfare Act (2000)).

Appeals Procedure

Parents who are dissatisfied with an enrolment decision may appeal to the Board of Management. It must be addressed, in writing, to the Chairperson of the Board, stating the grounds for the appeal, and lodged within ten days of receiving the refusal. Parents, if unhappy with the result of this appeal, may appeal to the Department of Education and Science under Section 29 of the Education Act on the official form provided by the Department. This appeal must be lodged within 42 days of receipt of the refusal from the school to enrol.
