Health & Safety Statement 

Introduction.

This document has been prepared in compliance with the Safety Health and Welfare Act 2025, It outlines our commitment to Health and Safety in the school. It has due regard for legislation as outlined in the following documents:

–     Safety, Health and Welfare at Work Act 2005.                            

–     A Guide to Insurance, Safety and Security in the School (Allianz) 2002.

      –     Guidelines on Countering Bullying Behaviour – D.E.S. 1993

      –     Children First Guidelines -1999

–     Responding to Critical Incidents – N.E.P.S.

The following policies and procedural documents have been formulated by the principal and staff in the following areas to support the implementation of this policy in the school.

As a staff, we are committed to fostering an atmosphere of respect, understanding and encouragement between all who teach, work and learn in the school so that all can work together to benefit personal growth and the common good.

Aims.

  1. to create a safe and healthy school environment by identifying, preventing and tackling hazards and their accompanying risks.
  2. to ensure understanding of the school’s duty of care towards pupils
  3. to protect the school community from workplace accidents and ill health at work
  4. to outline procedures and practices in place to ensure safe systems of work
  5. to comply with all relevant health and safety legislation (so far as is reasonably practicable) to include the following areas-
    • provision of a safe workplace for all employees
    • to ensure competent employees who will carry out safe work practices
    • safe access and exit routes.
    • safe handling and use of hazardous substances and equipment
    • safe equipment including maintenance and use of appropriate guards.        

Guidelines.

1.The Board of Management wishes to ensure that as far as is reasonably practical

  1. Provide and maintain a workplace that is safe and do likewise for all machinery and equipment etc.
  2. Manage work activities to ensure the safety, health, and welfare of all personnel.
  3. Ensure that risks are assessed, and hazards are eliminated or minimized as far as is reasonably practicable.
  4. Prepare a safety statement and regularly update it, particularly when there have been significant changes or when the risk assessment is no longer valid.
  5. Provide and maintain decent welfare facilities for all members of staff.
  6. Prepare and update procedures to deal with an emergency and communicate these procedures to the staff.
  7. Appoint a competent person to oversee the functions of the Board in relation to Health & Safety
  8. Provide training and information to workers in a format and language that is appropriate, including training on the commencement of employment.
  9. Report serious accidents to the Health and Safety Authority
  10. Consult with employees and provide them with information in relation to safety, health, and welfare.
  11. Require employers from whom services are contracted to have an up-to-date safety statement.

    Duties of Employees.

Health and Safety is the responsibility of all school personnel. All employees have legal duties designed to protect themselves and those they work with –

     Responsibilities include:

  1. co-operating with the Board of Management and other staff members to ensure that the Health and Safety law is implemented.
  2. reporting any dangerous practices or situations to an appropriate person
  3. using available facilities and equipment provided in the safest manner possible.
  4. notifying the Board of Management of any disease or illness that may add to risks.

3.Consultation and Information.

It is the policy of the Board of Management to

  1. consult with staff in the preparation and completion of the Health and Safety Policy and make a copy of the policy available to all present and future staff.
  2. to ensure that any additional information or instructions regarding Health, Safety and Welfare at work not contained in the document will be conveyed to all staff when it becomes available.
  3. to ensure that Health, Safety and Welfare will form an integral part of any future staff training and development plans.

School Grounds, Buildings and Contents.

4.Risk Assessment.

The Board of Management, in consultation with the principal and staff, will carry out a risk assessment, identifying hazards, assessing the risks and specifying the actions required to eliminate or minimize them. Hazards may include –

(a) physical (falling objects, fire, exposure to hot substances/ surfaces, display screens, use of equipment, slips, trips, and falls)

(b)  health (noise, stress,)

(c)  chemical (gases, cleaning aids)

(d)  human factor hazards (people with disabilities, non-English speaking

       children, very young children)  

5.Hazards.

A hazard is identified as anything that can cause harm.

Hazards have been divided into two categories:

(a)  Those that can be rectified or minimised (repaired, replaced). These

      will be dealt with as soon as it is practicably possible.

(b) Those that cannot be rectified or minimized – (permanent structures etc.)

      These will be clearly indicated, and appropriate procedures listed beside them.

All hazards will be eliminated as far as resources and circumstances allow.

  1. Manual Handling.
  2. All relevant staff members have undertaken a Manual Handling course.
  3. Staff members must use approved handling techniques when lifting heavy objects.
  4. Staff members are advised to use a hand trolley if necessary.
  5. Loads must be split where possible.
  6. Staff members are advised never to carry anything up the stairs without having one hand free to hold the handrail.
  7. Staff must seek assistance if they consider that a load is too heavy.

7.Specific Hazards.

The following areas and hazards (in as much as can be identified) are considered by the school to be of potential danger and are brought to the attention of all concerned.

  1. Fire.

It is the policy of the Board of Management of Scoil Lorcáin to ensure that:

  • An adequate supply of fire extinguishers, suitable for the type of fires likely to occur in each area, is available, identified and regularly serviced by authorized and qualified persons. Each fire extinguisher will have instructions for its use.
  • The principal will ensure that drills take place at least twice a year.
  • Fire alarms will be clearly marked.
  • Signs shall be clearly visible to ensure visitors are aware of exit doors and routes. (Responsibility of Staff Health and Safety Representative).
  • All doors, corridors, and entries will be kept clear of obstruction and will always be opened from within the building. Each teacher who has an exit in his/her classroom must ensure that it is kept clear. G.P. room and main door – Principal will see they are free of obstruction.
  • A Plan of the school shows assembly points outside the school.
  • Assembly plans are designated outside each building and the locations are specified.
  • Exit signs are clearly marked.
  • All electrical equipment will be left unplugged when unattended for lengthy periods and when the building is empty. Teachers are responsible for their own classroom. The secretary/Principal as appropriate is responsible for the office. Staffroom is every teacher’s responsibility. Cleaner to check when cleaning.
  • The Principal and Healthy and Safety representative will be responsible for fire drills and evacuation procedures.
  • All recommendations made by the Fire Officer in addition to these provisions will be implemented.
  1. Machinery, Equipment and Electrical Appliances.

It is the policy of the board of management of Scoil Lorcáin BNS that machinery, kitchen equipment and electrical appliances are to be used only by competent and authorized persons. Such appliances and equipment will be subject to regular maintenance checks.

Arrangements will be made for all electrical appliances to be checked on a regular basis by a competent person. Maintenance person/ supplier.

Before using any appliance, the user should check that:

  • All safety guards are in working order.
  • Power supply cables/leads are intact.
  • Leads are unplugged when not in use.
  • Suitable undamaged fused plug tops are fitted with the correct fuse.
  • Follow official guidelines issued by the Health and Safety Authority.
  1. Chemicals.

All chemicals and cleaning aids are stored in clearly identifiable containers bearing instructions and precautions for their use and are kept in a locked area. Rubber gloves are used when handling them. (Secretary/Cleaner/ Principal where appropriate)

  1. Washing and Polishing of Floors.
  1. Washing of floors is conducted after school hours to eliminate, as is reasonably practicable, the danger of slipping.
  2. All spills are mopped up and dried immediately.
  3. Floors are polished with a non-slip polish.
  4. On wet days, floors at the entrances to the school are dried regularly.
  5. Mats are placed at all entrances.
  6. Attention is drawn to the possibility of outside surfaces being affected by frost and wet weather.
  1. Stairs.
  1. Safety notices are placed at the bottom and top of all stairs.
  2. Children ascend and descend the stairs in single file holding the handrail.
  3. All spills are mopped up immediately.
  4. When carrying loads on the stairs, one hand must be kept free to hold the handrail.
  1. Welfare of Staff and Pupils.
  1. It is the policy of the Board of Management of Scoil Lorcáin to provide a safe, secure working environment for all members of the school community.
  2. Garda Clearance Certificates are sought for all new non-teaching staff.
  3. If a teacher or any member of staff feels at risk from or threatened by a particular person on school property, this will be drawn to the attention of the Board of Management. The Board of Management will undertake to ensure that in such circumstances all appropriate measures will be taken to protect all members of staff.
  4. In the interests of safety and to comply with insurance regulations, parents or children are not allowed enter the school without coming through the secretary’s office.
  5. Adequate Supervision of Pupils is in place for the safe and effective supervision of the children during the school day.
  6. A Code of Behaviour has been put in place for the children in the school. It outlines the rules and regulations that are employed in the school to safeguard the children both in the classroom and in the playground and to outlaw any form of inappropriate behaviour that could affect the safety and well-being of the children while at work or at play.
  1. 14. Health Issues.
  1. There is a section on the Enrolment Form allowing parents to identify any allergies, illnesses, or specific medical conditions from which the child may be suffering.
  2. In the case of physical disabilities or where a child has specific care needs, the National Council for Special Education will be informed, and a Special Needs Assistant will be appointed to care for the child in school.
  3. Children with medical conditions are made known to all members of staff. Instructions for dealing with the child in an emergency are written by the parents and kept on file. The parents will be contacted immediately in the event of an emergency.

  1. Drugs / Medications.
  1. Generally, teachers do not administer medication. However, there are exceptional circumstances when this is necessary and medications are administered after an agreement and clearance from Parents, the prescribing doctor, and the Board of Management of the school.
  2. All medicines will be retained by the principal or class teacher.

  1. Infectious Diseases.

  It is the policy of the Board of Management of Scoil Lorcáin that all infectious diseases will be notified, and steps taken to ensure the safety of staff and students against all such diseases.

  1. First Aid.
  2. The Staff Health and Safety Representative is the person in charge of first aid.
  3. Parents will be informed of any serious injury.
  4. Properly equipped First Aid Boxes are always available to members of staff to deal with minor injuries.
  5. There is a medical information notice board for pupils with care plans available in the staffroom and the main first aid box is located here. There is an AED unit in the staffroom also. Staff regularly improve in first aid/first response.
  6. Disposable gloves are always used.
  7. Hot water and soap are available and should be used before and after administering First Aid.

  1. Access to School.

In as much as is compatible with the practical layout of the school premises, anyone entering the school premises shall be required to identify themselves to the Principal or the Secretary as relevant before gaining admittance to the school. Any contractor must make direct contact with the Principal before initiating any work on the premises and shall be shown a copy of the safety statement applying to the school and shall agree to it’s provisions.

While work is in progress, any noise shall be avoided whenever possible during the school hours and shall at all times be reduced to the minimum necessary. The contractor and his workforce shall not create any hazard, permanent or temporary, without informing the Principal or his nominated agent shall mark such hazard with warning signs or other suitable protection.

  1. Collecting Children.
  1. a) All parents/guardians/carers in the interest of safety must obey all signs upon entering the school grounds.
  2. b) Staff are advised to drive slowly on entering the school and when leaving the school.
  3. c) Children are not allowed to walk home on their own without written permission.
  4. d) If a child is collected during the school day they must be ‘signed’ out by parent/guardian when being collected. This record is kept in the office by the school secretary.
  5. Healthy Eating.
  6. The school has implemented a Healthy Eating Policy.
  7. The school has a Breakfast Club every morning from 8:30am to 9am.

    Welfare.

  8. It is the policy of the Board of Management of Scoil Lorcáin to provide a safe, supportive working environment for all members of the school community and to promote a climate and atmosphere in the school where everyone is treated with dignity and respect.
  9. Positive staff relations are one of the main strengths of our school. We are committed as a staff to ensuring the physical and emotional well-being of all our colleagues. There is a warm friendly atmosphere in the school, and this has a positive effect on the quality of teaching and learning.
  10. A comprehensive Anti-Bullying Policy has been formulated by the principal and teaching staff of the school. We are committed to ensuring that all members of the school community, both adults and children, are enabled to work in an environment free from all types of harassment and inappropriate behaviour.
  11. A policy on Child Protection reflects the school’s commitment to promoting the welfare of all the children and their fundamental rights to be safe. It outlines the practices are procedures that are in place to protect children who have been abused or who are at risk of abuse.
  12. Our Deis Plan outlines Home/School Liaison partnerships to promote effective links between home and school and to offer support and guidance to families of disadvantaged children.

It outlines all the initiatives that have been put in place to alleviate educational and social disadvantages in our school, such as our Brighter Futures Club.  Weensure that the school follows a code of practice that will promote diversity and equality of opportunity in all areas of employment and will safeguard the well-being and dignity of all members of the school community. We are committed to fostering, promoting, and supporting inter-culturalism in the school where the uniqueness of each child is cherished regardless of cultural or ethnic background, nationality, culture, or religion.

  1. An Internet Acceptable Use Policy will safeguard the right to privacy of all members of the school community and will ensure the safety of the children when using the internet.

    Success Criteria.

  2. All hazards have been identified and risk assessed, and appropriate action has been taken.
  3. A fire safety audit is undertaken annually.
  4. Environmental checks are on-going.
  5. All members of staff are familiar with and comply with the practices and procedures outlined in all the policies that support this document.
  6. All policies have been fully implemented and will be reviewed and updated to take account of changes in legislation or to implement changes that have been deemed necessary in the school.
  7. Relevant staff members have completed a course in manual handling.
  8. Relevant staff members have completed a course in Positive Handling (and Restraint Reduction)

    Roles and Responsibilities.

Health and Safety Management Breakdown:

  • Board of Management.
  • (Health and Safety Officer on the BOM), Mrs. Caroline Douris
  • Health and Safety Representative, Mrs. Anne Murphy
  • Teachers/SNA’s/Caretaker/Cleaning Staff/Secretarial Staff

Board of Management:

Safety begins at management level and so the overall responsibility for the establishment and maintenance of an effective policy for Safety, Health, and Welfare at work rests with the Board of Management of the school. The members of the Board of Management will be supported by management and all other staff within the school. They will meet on a periodic basis to discuss health and safety issues within the school.

Specifically, they will:

  • Appoint a Health and Safety officer from within the Board of Management.
  • Arrange for the appointment of a Health and Safety representative from within the staff. · Support the principal in her role as the ‘day-to-day manger’ of the school.
  • Take a direct interest in health and safety to ensure compliance with all statutory requirements.
  • Endeavour to ensure that there are sufficient funds and facilities available to enable this safety statement to be reasonably implemented.
  • Support the Health and Safety Representative, Principal (H&S Officer), and all members of staff.
  • Ensure that the safety rules and procedures are adequately communicated to staff.
  • Ensure that all equipment in their area of responsibility is properly maintained and safe to use.

Health and Safety Officer on the Board of Management: Caroline Douris

The Health and Safety Officer on the Board of Management (BOM) shall keep the BOM informed of concerns and updates to the Health and Safety policy. The Health and Safety Officer via the Board of Management, shall:

  • Monitor the competence of all members of staff under the control of the BOM to carry out their work safely and follow procedures if he/she has any concerns. The principal shall ensure all staff are fully aware of all hazards in their job to themselves and others.
  • Arrange to annually appraise the effectiveness of this statement.
  • Ensure that the responsibility is properly assigned, understood, and accepted at all levels.
  • Ensure that appropriate firefighting equipment is available, tested on an annual basis and replaced when used or defective.
  • Ensure that an appropriate number of Fire Wardens (teachers) and First Aiders have been appointed from among the staff (see appendices).
  • Bring safety statements to employees’ attention on commencement of employment and annually – and to have the safety statement or a relevant extract from it available in the workplace.
  • Require employers from whom the school contracts services to have an up-to date safety statement.
  • Procure advice and assistance wherever necessary from the Health and Safety authority.
  • Take heed, together with remedial action, on any matters brought to the attention of the Board of Management.

Health & Safety Representative: Anne Murphy

The Health & Safety Representative is responsible for coordinating the Safety, Health and Welfare issues dealt with in the Safety Statement.

She will:

  • Complete a safety inspection of the school premises on an annual basis.
  • Organise a fire drill on a termly basis.
  • Ensure that First Aid Procedures are clear to all staff members and a First Aid co-ordinator is appointed.
  • Ensure that all accidents involving employees, however slight, are reported, and where necessary fully investigated and remedial advice provided. She will support all staff in this function.
  • Ensure where an accident removes a person from their place of work for 3 consecutive days or more after the day of the accident, the Health and Safety Authority are informed on the appropriate IR1 form (completed on line @ www.hsa.ie)
  • Review risk assessment and safety statements when there has been a significant change or there is another reason to believe the risk assessment is no longer valid and following the review, to amend as appropriate.
  • Report without delay, any health and safety issues or concerns to the school Health and Safety officer on the Board of Management.

Teachers:

All Teachers are responsible for creating a genuine safety culture within the school.

Specifically, they will:

  • Take a direct interest in health and safety.
  • Ensure that the safety rules and procedures are adequately communicated and fully understood by all relevant staff and pupils.
  • Ensure that all activities are planned so that they may be carried out in a safe manner.
  • Ensure that all equipment in their area of responsibility is properly maintained and safe to use.
  • Regularly inspect their areas in a walk-through inspection to ensure the standards in both safety and hygiene are being complied with.

All Employees (SNA’s/Caretaking/Secretarial Staff etc):

It is the responsibility of all School employees to co-operate with management in the implementation of the objectives of the Safety Statement within their areas of influence. Safety must be seen by all employees as a teamwork strategy.

Employees have a specific statutory responsibility under Section 13 of the Safety, Health, and Welfare at Work Act, 2005, for their own safety. They are expected to discharge their work in a safe manner, to avoid injury to themselves or other employees and avoid damage to school equipment and property.

Management must make themselves aware of these requirements, lead by example and inform employees of this legal duty.

All employees must co-operate fully with all the provisions taken by Scoil Lorcain B.N.S. in ensuring the safety, health, and welfare of all its employees and others. Each employee will immediately report all accidents, dangerous occurrences, unsafe conditions and unsafe acts to the Health and Safety Representative on staff.

Under Section 13 of the Safety, Health and Welfare at Work Act, 2005, the statutory responsibilities of every employee are as follows:

It shall be the duty of every employee while at work to:

  • Take reasonable care for his/her own safety, health, and welfare and that of any other person, who may be affected by his/her acts or omissions while at work.
  • To co-operate with his/her employer and any other person to such extent as will enable his/her employer or other person to comply with any of the relevant statutory provisions.
  • To use in such a manner, to provide the protection intended, any suitable appliance, protective clothing, convenience, equipment or other means or thing provided (whether for his /her use alone or for use by him/her in common with others) for securing his/her safety, health and welfare while at work.
  • To report to his/her employer, without unreasonable delay any defects in plant, equipment, place of work or system of work which might endanger safety, health, and welfare of which he/she becomes aware.
  • To not intentionally or recklessly interfere with or misuse any appliance, protective clothing, convenience, equipment or other means or thing provided in pursuance of any of the relevant statutory provisions or otherwise for securing the safety, health and welfare of persons arising out of work activities.
  • Ensure that he/she is not under the influence of a toxicant to an extent of endangering their health & safety.
  • Submit to any reasonable tests for intoxicants.
  • Attend such training as may be reasonably required by employer.
  • If suffering from a disease or illness that adds to risks, to tell their employer.

Safe Work Practice Sheet

(1) Cleaners must wear gloves when handling detergents to prevent dermatitis.

(2) Cleaners have been asked to ensure that their storeroom is always locked when they have finished using it.

(3) Teachers are asked to wear gloves when dealing with children’s wounds. This is especially important where blood is involved.

(4) The Caretaker must wear protective eye coverings when using electric or mechanical hedge clippers or other such equipment.

(5) The Caretaker must wear gloves when using weed-killers or other chemicals that are considered damaging.

(6) Caretakers must wear protective masks to prevent the inhalation of gasses while using chemicals such as weed-killers and others.

(7) Cleaners and Caretakers, teachers and secretary or others using the school, are all asked to ensure that cables/extensions leads are tight against the wall or are not left in positions where they could cause tripping etc.

(8) All staff members and all other employees are acquainted with the location and use of fire-fighting equipment. Dry powder fire extinguishers only may be used on fires caused by electrical appliances. The staff are acquainted with same.

9) Employees do not use step-ladders or other ladders without the assistance of a colleague.

(10) Employees inspect step-ladders for loose steps/non rigidity before use.

(11) Employees do not stand on chairs which are placed on tables, when changing displays etc.

(12) Employees report defective equipment to the Principal.

(13) Employees report incidences of uncollected refuse.

(14) Cleaners and Caretakers read the instruction and warnings on containers before using the contents. They follow the instructions re. Washing of eyes, if affected by splashing, use of protective masks, wearing of gloves etc.

(15) Teaching Staff or other employees must not walk about with cups/mugs of hot drinks.

 Classroom and Internal Rules

(1) Follow instructions given by Teachers and or/Principal at all times.

(2) Sit properly on chairs, all four legs on the floor.

(3) School bags neatly stored on chair backs.

(4) Walk ways in classrooms must be kept clear.

(5) Hang all coats, jackets, gear bags etc on hooks / store under counters.

 (6) During wet days, pupils must sit during 10.30a.m. break and 12.30p.m. lunch break, no moving around room allowed.

(7) No rulers, scissors, mathematical instruments etc, to be used (or to be in pupils’ possession) during break and/or lunch time, when pupils remain indoors.

(8) Use all classroom and P.E. equipment according to teachers’ instructions.

(9) When moving around the school, always walk, never run.

(10) Walk on the left hand side of the corridors.

(11) Watch where you are going – don’t look behind you while walking.

(12) At all times, think of your own safety and the safety of others – especially younger, smaller pupils.

 (13) Children must walk down/upstairs assisted by banister.

Wet Day Rules

(1) Stay seated at all times.

 (2) No rulers, scissors or any other dangerous implements in pupil’s hands.

(3) Only go to toilet with teacher’s permission, except in case of emergency.

(4) Pre-arrange activities for groups before the teacher leaves the room.

 (5) Sit down properly – four legs of chair on floor at all times.

(6) Teachers and SNA’s will supervise during lunch break.

Yard Rules

(1) Play safely – no rough play or “pretend fighting”.

 (2) Stay in designated area of the yard.

(3) Stay off the grass during inclement weather.

(4) Don’t enter the school without permission from teacher or an S.N.A.

(5) Report any problems/incidents to the teacher on yard duty.

(6) No swinging off the basketball pole, railing or gates. No standing on the railing or playing on the ramp.

(7) No swinging out of coats/hoods.

(8) No throwing of clothes, hats, hair bands, shoes, stones/ pebbles etc.

(9) Only soft balls allowed for games on yard. NO KICKING!

(10) If a ball goes into other yard, car park or onto road, the teacher on yard duty must be told. Do not go out after the ball. Stay within your yard.

Implementation and Review.

  • All practices and procedures outlined in this policy document have been implemented.

  • This policy is reviewed and ratified annually by the Board of Management.
  • The policy was further updated and
  • A copy of this policy is available to all members of the school community and will be made available to parents on request.
